Supposedly the idea was to weaken the economy of Xanneria so much that the Tonissians could retake Xanneria either diplomatically or by force. This failed and even hurt the Tonissians as it lead to a mass migration and the formation of the ~~independant~~ nation of [[Southwest Eastnorth]].
