The 13th Independent Associations Championship is an ongoing international association football tournament set being held in Poafmersia.
Host selection
Poafmersia unveiled the first bid of the cycle, utilising an unconventional two-stage format, featuring an "aggregated group stage" followed by a conventional group stage. Trolleborg and Quintessence of Dust released a rival bid, utilising a conventional single group stage format focused on combatting perceived "rank-coasting", but lost the subsequent host vote to Poafmersia by three votes.

Format
Draw
Teams were seeded into one of four pots according to the interim IAC ranking system introduced at IAC X, updated as of the end of the World Cup 88 finals; ties between teams with the same rank were broken by the order in which the tied teams registered for the tournament, with the first team(s) to register seeded highest. Poafmersia were seeded in Pot 1 by right as hosts.

Tiebreakers
In the first stage, the ranking of teams will be based on the following criteria:
- Points (3 points for a win, 1 point for a draw, 0 points for a loss);
- Overall goal difference;
- Wins;
- IAC ranking coefficients (only to determine second stage seeding).
In the second (group) stage, the ranking of teams in each group will be based on the following criteria:
- Points;
- Overall goal difference;
- Points in matches between tied teams;
- Goal difference in matches between tied teams;
- Wins.
In the event that more than two teams are initially tied and at least one team won or lost a tiebreaker, the tiebreaking procedure will continue with the next tiebreaker for any teams which might still be tied. In the event that all results are equal, the teams' ranks will be determined by drawing of lots.
In the knockout stage, if a match is tied at the end of normal playing time, two fifteen-minute periods of extra time will be played. If the match is still tied at the end of extra time, a penalty shoot-out will be held to determine the winners.
