Vilitan plan

In the World Cup, the Vilitan plan refers to a system where four associations simultaneously place linked bids to host the World Cup and corresponding Cup of Harmony. The two secondary hosts provide organizational support to the two World Cup hosts during the qualifying stages, but do not automatically qualify and compete in the qualifiers as normal. They then place a bid for the Cup of Harmony. Being awarded hosting rights under such a system does not automatically confirm the Cup of Harmony hosts; they must compete in the bidding process as usual.

The system is named after Vilita, the first nation to propose such a bid; however, Vilita has never actually hosted a tournament in such a style.

The bid of Taeshan and Eastfield Lodge, assisted by Tequilo and Reçueçn, for World Cup 86 was unsuccessful. The precedent set by World Cup Committee Vice-President was that Tequilo and Reçueçn were not automatically obliged to bid for Cup of Harmony 78, but could choose to re-bid or decline.
